Unfortunately, I see no mentions of similar issues online. Try disabling your VPN or Proxy, in case you're using one. Another possibility is that you're trying to use the app from a location such as your workplace where the ICQ servers may be blocked.
Lastly, if you're using a very old device or an old Android version, the ICQ app may not support it. According to its Google Play page, the app requires Android 4.0.3 or a newer version of the OS to run.
I have downloaded ICQ, but I don't get the option to set a password which means I can't do anything with it, I can't log on to ICQ account or try to change a password it won't allow me to set. I'm just about to give this up as a bad idea. Can anyone help?

ICQ doesn't work that way. You will need a mobile phone to access the service. Use the link posted above to access the Join page where you have to fill the necessary fields and then you'll receive additional instructions on how to connect and log into the application. This is the standard procedure encountered in many apps of the same kind: WhatsApp, Viber, Line, Tango, etc.
The only way to restore your account is through the Forgot Password option offered by developers. This procedure involves in knowing Email / ICQ# / Mobile# in order to recover the account. If you provide the correct details, the system will recognize you and then provide the next step towards account restoration.
You can disable the sound effects through the Settings menu. Go to Menu > Settings > Notifications. Locate the sound scheme on the lower side of the window and select Sounds Disabled. Accept the changes and then when you'll have a notification, the ICQ client will stay silent.
Try uninstalling the application and then installing it again. This should fix it. Alternatively, configure your firewall to exclude ICQ from scanning because this could be the issue preventing messages from being sent properly.
The silent installation is not available for ICQ any more. There was a version (7.5) that allowed installation using the /s handler, but that doesn't work anymore. I have tried all the known switches and it's not working. Nothing will have if you use the mentioned option.

The message indicates that something went wrong. In order to fix the problem, I suggest you use the Forgot Password page to reset the password of your account. If this doesn't help, remove the software from your computer (Control Panel > Uninstall a program), run CCleaner or Glary Utilities and download and install the latest version of the program from the official web page. Also, configure your security program and Windows Firewall to allow ICQ to communicate.
Yes, there are Premium accounts, but these accounts are rare and not anyone can have them. Theoretically, there is a section in the EULA where there is some information provided about Premium Accounts/Services, but they're subject to change might not be always available.
However, your account should turn Premium when you add Funds to use the Out-Call feature.
